Central Regional Jail Release Paths

Central Regional Jail and Correctional Facility is operated by the West Virginia Division of Corrections and Rehabilitation. It serves Webster, Braxton, Calhoun, Clay, Gilmer, Lewis, Nicholas, and Roane Counties. It can hold pre-sentence and sentenced men and women. A Webster arrest therefore creates a Webster court trail but a state regional-jail custody trail.

There are three main endpoints. A community release follows authority such as bond, dismissal, time served, probation, sentence expiration, or completed parole processing. A supervised release ends confinement while parole, probation, mandatory supervision, or another condition continues. A transfer ends the Central Regional stay while confinement continues at a prison, another jail, or another agency. The facility exit record must be read literally.

Confirm a Central Regional Release

The public WVDCR tools describe live or recent placement, not a complete released-person archive. A missing jail result can mean release, a prison transfer, an interagency pickup, a spelling mismatch, or a data delay. Run the checks in an order that rules out continued DCR custody before requesting the historical event.

1. Use the regional-jail search with a full or partial last name and optional first name. Compare the identity and facility.
2. Repeat the name check in the adult-prison search. A prison match indicates continued state confinement rather than community release.
3. Search the correct person in West Virginia VINELink and note the named facility, status wording, and access time.
4. Review the Webster magistrate or circuit case for the bond, dismissal, sentence, probation, parole, or modification order that supplied legal authority.
5. Ask WVDCR for the Central Regional release or transfer entry showing the date, time, event class, authority, and destination if disclosable.

Central Regional Release Record Fields

A narrow record request should identify Central Regional, the person, the approximate booking period, and a Webster case or offender number when known. Ask for the booking/admission entry and the release or transfer entry as separate items. A broad request for “all inmate records” is less likely to isolate the event that answers the release question.

Under West Virginia FOIA §29B-1-3, a request must describe the records with reasonable specificity and go to the custodian. The agency must produce, schedule inspection and copying, or deny with reasons within the statutory response period. Exempt or protected details may be withheld under §29B-1-4 and other law. Ask for segregable public portions and the cited basis for each withholding.

Current custody questions and facility-created event records should begin with Central Regional or WVDCR. Exact public records-unit hours were not verified, so call before visiting or mailing a request. Personnel names can change. Address the records request by office or custodian function.

Webster County Sheriff records are a separate channel. The Sheriff may hold arrest, transport, incident, commitment, or locally created photograph records, but it may not possess Central Regional’s later booking photo or physical release event. Central Regional Release Authority

A Webster court order and a Central Regional release record answer different questions. The court order can show bond, dismissal, time-served credit, sentence, probation, or a later modification. It does not necessarily record the hour when the facility finished processing the person. Another case, warrant, or detainer may also prevent departure.

Magistrate matters are indexed through Magistrate Record Search, which does not post the underlying documents. Circuit matters appear through WV PASS and the Webster Circuit Clerk. A felony can start in magistrate court and continue under a different circuit number. Request the docket and relevant orders from the correct clerk, then pair them with the WVDCR event record.

Note: A bond, parole, or dismissal order supplies authority, while the facility record supplies the actual custody-ending event.

Central Regional Jail History

Central Regional opened on February 22, 1993, as the prototype for West Virginia’s regional-jail design. That shared structure is why an official “Webster County Jail” facility and county-operated roster were not found. Webster residents travel outside the county for the ordinary regional-jail custody site while their local criminal case remains in Webster Springs.

A 2021 PREA audit reported a designed capacity of 345 and an average daily population of 373 during the audit period, with stays ranging from 32 to 171 days. Those figures are historical facility measurements, not present capacity claims or release statistics. The audit also described county, state, and federal populations and said DCR-sentenced people could await transfer there.

Central Regional Authority Check

The audit’s historical mention of federal inmates must be handled with care. It does not prove a current federal contract, an ICE agreement, or federal involvement in a specific Webster case. Identify the authority from the commitment, detainer, docket, or receiving-custody record before opening a federal locator.

If BOP actually controlled the sentence, its locator can preserve a release date and a Released or Not in BOP Custody result. That wording means only that BOP is not the current custodian. ICE’s locator concerns present immigration detention and is not a historical release ledger. USMS pretrial release is usually reconstructed through the federal docket and release order. None of those systems should replace WVDCR for an ordinary Central Regional event.

The agency that takes custody during an interagency transfer.

Central Regional Release Logistics

WVDCR directions place the facility near I-79 Exit 67 in Braxton County. A Webster courthouse pickup should not be assumed. The public source does not state an exact exit door, daily release time, weekend schedule, property handoff procedure, or transportation promise. Call the facility and confirm current instructions before travel.

WVDCR’s policy index includes separate operational directives concerning release, property, discharge certificates, and release transportation. Policies can change, and some operational details may not be public for safety reasons. The facility should confirm what identification, pickup plan, or property procedure applies to a specific release. A planned time can still change because of a hold, court order, time computation, or another custodian.

For a Webster County family, the safest plan is to confirm both the release authority and the physical processing site. A date stated in court may still be followed by identity checks, return of stored property, a review for other holds, and final record entry. Ask the facility which details it can confirm and avoid treating an estimate as a guaranteed departure time.
